Regional Framework for Local Biodiversity Conservation Priorities for Perth and Peel

Regional Framework for Local Biodiversity Conservation Priorities in Perth and Peel was designed to build on the local biodiversity conservation planning process developed by the Perth Biodiversity Project, expanded by the South West Biodiversity Project and being implemented by Local Governments through preparation of Local Biodiversity Strategies.

Key project objectives:

 ·         Consider adequate representation of biodiversity features across Perth and Peel Regions, building on outcomes of Bush Forever, 
           Swan Bioplan and the existing reserve system;

 ·         Consider known opportunities and constraints to natural area retention in Perth and Peel Regions;

 ·         Support ‘Green Network’ objective of the Direction 2031 State Government Planning initiative;

 ·         Support local biodiversity conservation objectives adopted by Local Governments through Local Biodiversity Strategies;

 ·         Inform strategic and statutory land use planning and environmental impact assessment in Perth and Peel;

 ·         Provide an interactive tool that will assist with adequate consideration of local biodiversity values in land use planning.

The Regional Framework focuses on Local Natural Areas that area defined as all natural areas outside Bush Forever, DEC managed lands and Regional Parks.

It was designed to provide a frame of reference for prioritisation of local natural areas using a set of criteria that assess the ecological values of local natural areas (Level 1 Prioritisation criteria), opportunities and constraints to their retention through the current provisions of the region and local planning schemes (Level 2 and Level 3 Prioritisation criteria) and by assessing the relative connectivity/viability of remnant vegetation. Project outputs include:

Spatial model of local natural area prioritisation available through the Environmental Planning Tool  and the publicly available Regional Framework Mapping Viewer:

Report summarising key findings and recommendations (to be published soon).

The Regional Framework was developed by the Perth Biodiversity Project through a Working Group consisting of representatives of the Office of Environmental Protection Authority,  the Department of Environment and Conservation and the Department of Planning. The Perth Biodiversity Project team: Teik Oh, Nadine Guthrie, Jodie Deeley (on short secondment from the South West Catchment Council) and Renata Zelinova.

The project was delivered with funding support through the 2009-2010 State NRM Program, delivered though the Western Australian Planning Commission and the Department of Planning and supported by the Western Australian Local Government Association.
